An important resource to any organisation is people and their skills.

With regard to health and safety, it is an expectation that employers “employ or engage persons who are suitably qualified in relation to OHS to provide advice to the employer concerning the health and safety of employees of the employer” – Victorian OHS Act 2004, Section 22 (2) (b).

This is notably a challenge to many businesses who may not be meeting this mandatory requirement. Why is this essential and what is the cost?

Failure to manage OHS risks in the workplace may result in exposure to various costs – legal, workers compensation claims, impact on the brand and reputation of the employer, low employee morale and a poor image in the community and industry. OHS knowledge and expertise can help deliver safety outcomes and improve performance.

Employers need to make informed decisions and must demonstrate their knowledge and understanding of managing health and safety risks. So where can the expert advice come from?

A person who is “suitably qualified” may be employed under a contract, hold formal (tertiary) qualifications, has a current knowledge in OHS legislation and risk management.

In-house capability can be developed through training and education or selecting a person with the right skills, knowledge and experience. Training may include Health and Safety Representative courses or effective OHS training for Managers and Supervisors. Employer representatives should have a general knowledge and understanding of the OHS Act to carry of their health and safety responsibilities. Too often, this is a failure across businesses. Senior management must be able to demonstrate what is “reasonably practicable”, including state of knowledge. Reliance on the knowledge of safety experts is essential and the value cannot be underestimated.

Depending on organisational requirements, an external Consultant from a reputable source may be considered on an ‘as needed’ basis.
