Health Safety Representative (HSR) Training Courses

It is generally recognised that Health and Safety Representatives (HSR's) play a vital role in making Victorian workplaces safer and the following quote is attributed to the much-respected John Merritt, a former Chief Executive at WorkSafe Victoria.

"The benefits of employee representation have been recognised in Victorian OHS legislation since 1985, and research has demonstrated that workplace which have effective employee representation have better OHS outcomes. HSRs can make a real difference and are the voice of the people who are ultimately impacted by poor workplace health and safety"

All elected HSRs have powers, protections and entitlements under the Occupational Health and Safety Act 2004. One such entitlement relates to training. HSR's are entitled, under section 67 of the Occupational Health and Safety Act 2004, to undertake WorkSafe approved HSR training. The employer is obligated to allow the HSR time off work with pay to attend these courses and have obligations to pay the costs associated with the HSR's attendance.

HSR initial OHS training course (5-day duration)

This course provides HSRs and Deputies with information and skills required to successfully exercise their powers under OHS legislation. It outlines the legislative compliance framework, duty holders and explains what those duties are. The course has been structured to detail a wide range of topics with a general focus on consultation, issue resolution, risk management and incidents in the workplace.

HSR Refresher OHS training course (1-day duration)

The refresher course allows an opportunity for HSRs to revisit components of the initial course whilst providing an update on current issues via the WorkSafe website.

Both courses are also available to safety committee members, managers and supervisors working with HSRs and employees.

The above courses have been based on an instructional design model that provides the necessary information to HSRs then focuses on activities that can be applied in the workplace. More than 50% of both courses are activity based.
